With a 70 percent public approval rating and after weeks of behind-the-scenes negotiations, Congress has now passed the Biden proposal (H.R. 1319) to provide $1.9 Trillion in assistance to nearly every segment of the population. While the votes in Congress were party line, many Governors, Mayors, and other elected officials from both parties were in support.
Today the National Association of Addiction Treatment Providers (NAATP) provided the Biden Administration with a host of recommendations designed to improve access to care and delivery of care. In a letter to the President, NAATP CEO, Marvin Ventrell, congratulated the Biden-Harris team on the election and made 21 specific recommendations on behalf of the treatment provider community.
After much negotiation behind the scenes with Congress, the President finally signed the omnibus budget bill, which also contained the latest compromise COVID-19 relief package. It was signed late Sunday evening after unemployment benefits had expired for millions of Americans and just hours before the federal government would have shut down.
As it’s final action, Congress passed a budget also containing money for specific COVID-19 relief programs. Even though it took many months to reach this point, we are appreciative of the relief these various programs provide, many of which will be accessible to NAATP members.
Congress is in the final stages of writing a year-end budget, which we expect will include another round of COVID relief assistance. While the final language could change, we anticipate several programs that could be of assistance to NAATP members.
Yesterday the Centers for Disease Control voted on recommendations to the states regarding who should be first in line to receive the COVID-19 vaccines once they are distributed. The highest priority was determined to be healthcare providers and residents of long-term facilities.
The US Department of Health and Human Services (HHS), through the Health Resources and Services Administration (HRSA), has extended the latest Provider Relief Fund (PRF) application period. The new deadline is November 6th.

Today HHS announced an additional $20 billion for healthcare providers. This money is from previously appropriated funds and specifically includes eligibility for substance use disorder residential treatment providers.
