NAATP Expands Reimbursement Benchmarking Initiative with New State Reports

The National Association of Addiction Treatment Providers (NAATP) is proud to announce the release of four new state-specific reimbursement benchmarking reports for California, Florida, Illinois, and Pennsylvania, with additional states to follow. These reports represent Phase 2 of NAATP's Reimbursement Benchmarking Initiative and build upon the successful launch of the NAATP Addiction Treatment National Rate Benchmark Report, the first national analysis of commercial insurance reimbursement rates for facility-based addiction treatment.

Developed in partnership with Third Horizon, the state reports provide a deeper analysis of commercial insurance reimbursement trends within key addiction treatment markets. The reports are designed to help providers better understand contracted reimbursement rates, benchmark their payer agreements, strengthen contract negotiations, and make more informed business decisions. The initiative reflects NAATP's ongoing commitment to providing meaningful resources that support provider sustainability and expand access to high-quality addiction treatment.

Each report includes data across multiple levels of care, including withdrawal management, residential treatment, partial hospitalization programs (PHP), intensive outpatient programs (IOP), and hospital-based addiction treatment services. The analyses draw from negotiated rates across four major commercial insurance networks: UnitedHealthcare (including Optum), Blue Cross Blue Shield BlueCard Network, Cigna, and Aetna CVS Health. Together, these carriers represent a substantial share of the commercial insurance market and significantly influence reimbursement practices across the behavioral healthcare landscape.

"For too long, addiction treatment providers have lacked access to meaningful reimbursement benchmarks that would allow them to evaluate the fairness and sustainability of their payer contracts," said Marvin Ventrell, CEO of NAATP. "These state reports provide another important step toward greater transparency and equip providers with practical data they can use to strengthen their organizations and better serve patients."

The release of the state reports follows strong interest in the National Commercial Insurance Reimbursement Benchmarking Report, which analyzed reimbursement data from more than 8,000 addiction treatment providers nationwide and provided the first comprehensive view of commercial reimbursement rates across levels of care.

NAATP members may purchase each state report for $250. Non-members may purchase reports for $2,000 each.

In addition, NAATP members receive complimentary access to the National Commercial Insurance Reimbursement Benchmarking Report, a $1,900 value. For many organizations, the savings on benchmarking resources alone can help offset the cost of membership while unlocking a full year of additional member benefits, including educational programming, peer learning and networking opportunities, leadership development, outcomes research, national advocacy, and increased visibility within the behavioral healthcare community.

Organizations seeking a deeper analysis of their reimbursement strategy may also explore consulting opportunities with Third Horizon.
