Quality Through Advocacy: Federal Public Policy and the NAATP Alliance for State Advocacy

This panel will include an overview of the many critical federal issues impacting NAATP members and the field as presented by NAATP Director of Public Policy. It will also include a presentation by the Kennedy Forum regarding the efforts to enforce the Mental Health Parity and Addiction Equity Act (Parity) at both the federal and state levels. The NAATP Membership and Advocacy Officer will then overview state advocacy efforts impacting members and the field at the state level.

Mark serves as NAATP’s Director of Public Policy and has represented NAATP at the federal level since 2007. He has extensive experience working with trade associations, professional organizations as well as federal agencies and congress. He has a personal passion for recovery.

Nikki Soda is NAATP’s Membership and Advocacy Officer. She is a passionate advocate for recovery, an experienced marketer, and meeting planner. Nikki has worked in the capacity of Director of both Business Development and Marketing for nationally recognized treatment facilities, as well as overseeing several Alumni programs. Nikki serves on several advocacy boards adding value and a voice for treatment programs. Her experience working in treatment facilities has given her a wealth of knowledge and has contributed to her understanding of systems within the field of substance use.

David Lloyd is a Senior Policy Advisor at The Kennedy Forum. Mr. Lloyd focuses on a range of behavioral health policy issues but has devoted much of his time to improving enforcement of the federal Mental Health Parity and Addiction Equity Act and state-level parity laws. Previously, Mr. Lloyd was Vice President at Voices for Illinois Children and Director of its Fiscal Policy Center. Mr. Lloyd also has served as a Legislative Assistant to U.S. Senator Debbie Stabenow. He has a bachelor's in History from Cornell University and an MBA from the Kellogg School of Management at Northwestern University.

Robin Piper has been the Chief Executive Officer and Clinical Director of Turning Point of Tampa for the past 25 years and prior was responsible for developing and implementing two nationally known programs for addiction and eating disorders. Robin received her Bachelor’s from The Ohio State University, a Master Degree in Administration from Springfield College and a Master’s Degree in Mental Health Counseling from Capella University. Robin a Licensed Mental Health Counselor and Master Certified Addiction Professional in Florida is also a National Certified Counselor, as well as a Certified Clinical Trauma Professional. She has served on an Addiction Advisory Board for The Joint Commission and has been featured in the Tampa Bay Medical News and is a contributing author for the first textbook on Food Addiction, Processed Food Addiction.
